Training is one part of Partner growth, not a complete power formula. The official site confirms that feeding and training strengthen a Partner. Quick answer

Use Training when the current game makes a node available and you have enough SP Training Chips to continue the visible branch. Community material reports that nodes progress from top to bottom and later nodes require earlier work. Do not treat a generic priority list as proof that one stat, branch, or timer skip is optimal for every Partner.

Unlock Training

Community sources report that Training requires both the Stage 75 progression gate and one day of server age. These are not the same as account age or your device clock. If the menu remains locked after reaching the reported stage, check the in-game unlock hint and server state instead of changing system time, reinstalling, or clearing account data.

The broader growth loop can unlock in pieces. A Partner can gain levels, Digivolve, use equipment, receive Skill Card and Support effects, Eat, and eventually access Training. A total Power change therefore does not prove that Training alone caused the result.
